Muammar Gaddafi tore down the arch c. 1970. This page discusses the history of the arch, but it is in French. (Use this page to see it in English). The graffito on the right appears to be "Xmas 1942."

your caption should say "...on the border between Tripolitania and Cyrenaica..." [the two provinces of Libya, in those days]
